DSWD Field Office MIMAROPA recently held the first hybrid (virtual and face to face) 4-day rollout training of the recently issued Memorandum Circular Series No. 3 Series of 2025 or the Omnibus Guidelines of the Sustainable Livelihood Program (SLP) at Selah Garden Hotel, Pasay City from April 22 to 25, 2025.
The new guidelines aim to shorten and streamline the program’s implementation processes, reduce timelines, and promote the sustainability of the livelihood projects through the formation and functionality of the SLP Associations (SLPAs). It further highlights the program’s enhanced monitoring and evaluation, capacity building, and partnership activities based on the conducted Time and Motion Study.
A total of 49 SLP staff from the Regional Program Management Office (RPMO) and provincial offices attended in person, along with 60 virtual participants from the five provinces.
In her opening remarks, Assistant Regional Director for Operations and concurrent SLP Officer-in-Charge Sheila S. Tapia emphasized the importance of sustained energy and active participation throughout the training. She encouraged the attendees to maximize the opportunity to directly interact with the National Program Management Office (NPMO) and hopes for improved SLP implementation.
Headed by Technical Support Division Chief Joseph Lagman of the SLP-NPMO, the six (6) resource persons from the NPMO provided a comprehensive overview of the new Omnibus and Operation Guidelines. Topics covered included updates and changes on the five phases of the Sustainability Plan, capacity and partnership-building development activities, transition measures from the existing to new guidelines, use of enhanced forms and templates in accordance with the set standard of the guidelines, and provision of additional grant incentives for SLPAs.
Participants also engaged in simulation exercises using the updated monitoring and assessment tools, offering key insights and feedback for further improvement.
The SLP Omnibus Guidelines is set to take effect three to six months following the publication in the Official Gazette.
