The Department of Social Welfare and Development (DSWD), through the Protective Services Bureau (PSB), held the inaugural SOCPEN Parangal 2025 in Puerto Princesa City, Palawan, October 16, 2025.

The activity served as a culminating event recognizing the exceptional performance and commitment of Local Government Units (LGUs) that have exemplified innovation, efficiency, and compassion in implementing the Social Pension Program for Indigent Senior Citizens.

Since the inception of the program, LGUs have been steadfast partners of the Department in ensuring that indigent senior citizens receive timely assistance and continued care.ย 

Their unwavering support has been instrumental in the successful and effective delivery of the SocPen Program at the grassroots level.

Under the fund transfer scheme, several LGUs have displayed outstanding performance by adopting innovative approaches and best practices that led to timely program implementation and improved service delivery.

The highlight of the SOCPEN Parangal 2025 was the recognition of 17 outstanding LGU implementers representing 18 regions nationwide.ย 

These LGUs not only complied with national implementation standards but also extended the reach of the social pension program through locally funded initiatives, allowing more senior citizens to benefit from social protection interventions beyond the national allocation.

In his message, Director Alfrey P. Gulla of the DSWD Protective Services Bureau commended the LGU awardees for their dedication and strong partnership with the Department.

This recognition affirms our shared commitment to service excellence, innovation, and compassionโ€”values that drive the DSWD and our partners to continuously uplift the lives of our elderly beneficiaries,โ€ Director Gulla said.

Through the SOCPEN Parangal, the Department aims to promote a culture of excellence and malasakit, encouraging all implementers to sustain high standards of service and strengthen collaboration in delivering responsive and inclusive social protection programs for senior citizens.
