With the theme “Scaling Up Success: Expanding the Reach and Impact of DSWD 4Ps Initiatives,” the Department of Social Welfare and Development (DSWD) Field Office MIMAROPA, through the Pantawid Pamilyang Pilipino Program (4Ps) Regional Program Management Office, gathered its Provincial Operations Offices (POOs) for the 2025 Program Implementation Review (PIR) held on October 14–17, 2025 at the Richmonde Hotel Eastwood, Quezon City.
The annual event served as a platform to revisit accomplishments, surface operational challenges, and strategize ways forward for the effective and efficient delivery of the program in the MIMAROPA region.
Reviewing Commitments and Tracking Progress
The four-day activity opened with presentations of updates from the 2024 Program Implementation Review and the 2025 Systems Conference, led by the regional officer for Monitoring and Evaluation. These sessions revisited previous agreements and assessed the progress of action points set during past conferences.
Regional Program Coordinator (RPC) Reji A. Pancho followed with the presentation of the Operations Performance Commitment (OPC) and Scorecard Accomplishments of the region, highlighting milestones, gaps, and promising practices.
“Every figure in our scorecard is more than just a number—it tells a story of perseverance, teamwork, and our continuing effort to reach the unreached,” said RPC Reji. “The challenge now is not only to sustain what works, but to scale up what creates lasting change.”
Inspiring the Team, Strengthening Solutions
On the second day, Assistant Regional Director for Operations (ARDO) Sheila S. Tapia delivered an inspirational message, acknowledging the tireless dedication of 4Ps workers across MIMAROPA.
“We have proven that the heart of 4Ps beats strongest in the field—in every Municipal Link, City Link, and Provincial Team who choose service over comfort every single day,” ARDO Sheila said. “Scaling up success means empowering one another to keep going, especially when it gets tough.”
The day also featured the annual 4Ps Photoshoot, capturing the spirit of unity and professionalism among the regional implementers.
This was followed by an interactive workshop titled “Surfacing Issues, Seeding Solutions: A Problem-Based Learning Workshop for the 4Ps Program Implementation Review 2025,” anchored on the What, So What, Now What framework. Participants worked collaboratively to identify key operational bottlenecks and formulate practical solutions for program improvement.
Each group presented their workshop outputs, which reflected innovative strategies to address local concerns on compliance monitoring, convergence, and data quality.
Recharging and Reconnecting
The third day emphasized the importance of mental wellness and team synergy. The Mental Health Session titled “Kakapusan sa Pahinga, Hindi sa Pag-asa: Strengthening Mental Resilience of 4Ps Workers” encouraged participants to recognize signs of burnout and practice self-care while maintaining passion for public service.
This was followed by Usapang Pantawid: RPC Hours and Open Forum, which opened the floor for honest dialogue and feedback between the RPMO and the field implementers.
A lively team-building session, “Connecting Hearts, Strengthening Teams,” spearheaded by the Cash Grants Unit, fostered collaboration and renewed camaraderie among participants through fun and reflective activities.
The day concluded with a Solidarity Night dubbed “Parangal at Pasasalamat: Celebrating Commitment, Excellence, and the Power of Teamwork.” The event honored individuals and teams who exemplified excellence and dedication in implementing the 4Ps.

In addition, the Pinnacle of Service Award was conferred upon Mr. Edwin A. Salangsang, PDO II of RPMO, in recognition of his nine years of steadfast dedication and outstanding service in advancing the 4Ps mission.
Special awards were also given to component counterparts in each POO who demonstrated exceptional effort, commitment, and collaboration throughout the year—reflecting the shared passion and teamwork that drive the success of 4Ps in MIMAROPA.
Commitment to Move Forward
The fourth and final day wrapped up with closing activities, where participants reaffirmed their commitment to sustaining the gains of 4Ps and to continuously improving program delivery across the region.
“This PIR is not an end—it is a bridge,” Case Management Unit (CMU) Focal Gerald A. Antonio said in his closing message. “From reflection to action, from data to decisions, from lessons to legacies.”
ARDO Sheila emphasized in activity the collective mission of DSWD MIMAROPA:
“As one 4Ps family, let us carry forward the light of service. Our reach may define our coverage, but our impact defines our purpose.”
The 2025 4Ps MIMAROPA Program Implementation Review once again underscored the agency’s steadfast pursuit of inclusive development—ensuring that every family, every child, and every community in MIMAROPA continues to move forward toward self-sufficiency and hope.
