DSWD MIMAROPA Strengthens Climate Resilience Efforts Through 2025 Program Implementation Review and RRP Awards The Department of Social Welfare and Development (DSWD) Field Office

MIMAROPA successfully conducted its 2025 Program Implementation Review (PIR) for the Risk Resiliency Program (RRP) on 19–21 November 2025 in Talisay, Batangas.

The three-day activity served as a platform for implementers and partner stakeholders to assess the pilot rollout of the Risk Resiliency Program – Cash-For-Training-and-Work (RRP-CFTW) across the provinces of MIMAROPA, and to craft harmonized strategies for improving climate resilience interventions in the region.

Anchored on the regional theme “THE PROJECT LAWA AT BINHI: Rooted in Hope, Rising in Resilience,” the PIR emphasized the importance of collective learning, evidence-based planning, and community participation in responding to climate change and disaster risks.

Further, the program review aimed to identify challenges, document emerging best practices, and outline ways forward for more effective implementation of RRP in El Niño-affected and climate-vulnerable communities in the MIMAROPA region.

Reviewing Progress, Identifying Gaps, and Setting the Direction Forward Discussions during the PIR included the presentation of regional implementation milestones, SOAR (Strengths, Opportunities, Aspirations, and Results) analysis workshops, and performance reviews per province.

These sessions provided implementers the opportunity to surface operational challenges, share ground-level insights, and collectively agree on improved approaches for upcoming implementation cycles.

The activity also reaffirmed the enabling objectives of the RRP, such as convening implementers from all five MIMAROPA provinces, assessing achievements and challenges, developing a harmonized plan for climate-affected areas, and strengthening stakeholder commitment for sustained implementation.

Through these insights, it is expected that participants will produce an action plan that addresses identified gaps and enhances the Department’s capacity to deliver responsive and resilient social protection services.

RRP Awards Night Highlights Knowledge Sharing and Community Voices Culminating the PIR was the RRP Awards Night on the evening of 20 November 2025, celebrating the creativity, dedication, and resilience of implementing LGUs and community partners. While secondary to the PIR’s technical objectives, the awards served as an inspirational showcase of community narratives and innovations emerging from the pilot RRP-CFTW implementation.

             

Entries across categories—such as Best Photography, Feature Essay, Poem, Spoken Word Poetry, Short Film, and Song—highlighted personal and collective accounts of climate resilience and environmental stewardship Major recognitions also included Top Performing LGUs, Special Commendation Awards (IP Welfare, Women Welfare, Extra Miles, Innovations, Best TWG, and Best Practices), and tokens of appreciation for partner agencies and local governments.

The awards night not only celebrated excellence but also reinforced the importance of documenting experiences and elevating community voices—an essential component of DSWD’s knowledge management and climate adaptation efforts, as outlined in the program’s legal bases Strengthening Resilience Through Collaboration Overall, the three-day activity allowed DSWD, LGUs, national government partners, and community representatives to collectively reflect on the program’s direction, strengthen monitoring efforts, and pave the way for sustained and improved implementation of risk resiliency initiatives in the region.

Through this rigorous review and celebration of achievements, DSWD MIMAROPA reaffirmed its commitment to building resilient communities grounded in service, collaboration, and compassion for the poor, vulnerable, and the weak. Assistant Regional Director for Operations and concurrent DRMD Chief Sheila S. Tapia highlighted the importance of the PIR in shaping stronger, data-driven, and community-centered interventions, noting that the insights gathered are crucial to sustaining the gains showcased during the RRP Awards.

“The Program Implementation Review is more than a technical exercise—it is our commitment to listen, to learn, and to continuously improve… resilience is not just a program output—it is a shared responsibility and a shared triumph,” she said, adding that the RRP Awards Night stands as a testament to the inspiring resilience and innovations demonstrated by the people and LGUs of MIMAROPA.
