The Department of Social Welfare and Development (DSWD) Field Office MIMAROPA recorded a strong implementation performance for the Social Pension for Indigent Senior Citizens (SPISC) Program in Calendar Year (CY) 2025, funded under the General Appropriations Act (GAA).
The program posted high physical and financial accomplishment rates, effective fund utilization, and wide beneficiary coverage across the region.
For CY 2025, DSWD Field Office MIMAROPA was allocated a total GAA target of 206,341 indigent senior citizen beneficiaries, with a corresponding budget of Php 2,476,092,000.00.
Across the four quarters, the Field Office consistently achieved over 95 percent payout rates, ensuring the timely release of social pension benefits to qualified beneficiaries despite operational and logistical challenges encountered toward the latter part of the year.
According to Benchie B. Gonzales, Officer-in-Charge of DSWD MIMAROPA, the results reflect the Field Office’s sustained commitment to effective service delivery. “The strong performance of the Social Pension Program in CY 2025 demonstrates our commitment to ensuring that indigent senior citizens receive timely and adequate support to help meet their daily needs. Despite challenges, we remained focused on delivering assistance where it is most needed,” Gonzales said.
The high level of accomplishment was made possible through strengthened coordination with local government units, improved beneficiary database management, and enhanced payout and monitoring mechanisms, particularly in geographically isolated and disadvantaged areas.
These measures helped ensure efficient fund utilization and minimized delays in benefit distribution.
The SPISC Program provides a monthly social pension to indigent senior citizens to augment their subsistence and medical expenses, contributing to improved well-being and quality of life among older persons.
Through the effective implementation of the program, DSWD MIMAROPA continues to uphold its mandate to protect and promote the rights and welfare of senior citizens across the region.
