Tears of joy, stories of sacrifice, and dreams slowly turning into reality filled the “Pugay Tagumpay” ceremonies conducted by the Department of Social Welfare and Development (DSWD) Field Office MIMAROPA in various municipalities across the region under the Pantawid Pamilyang Pilipino Program (4Ps).
More than a ceremonial graduation, “Pugay Tagumpay” symbolizes the triumph of families who once struggled to meet their daily needs but are now gradually rising above poverty through hope, perseverance, and the opportunities provided by the program.
Through this initiative, the program brought together beneficiaries, partner agencies, local government units, and stakeholders to celebrate the families’ journey toward a more stable and dignified future.
As of May 25, 2026, a total of 1,305 beneficiaries have already graduated from the program, while 11,709 more beneficiaries are expected to graduate before the end of 2026, bringing the total projected number of 4Ps graduates this year to 13,014.
Out of the total number of graduates, 10,798 families were classified as Self-Sufficient or belonging to Level 3 under the program assessment, which means they are already capable of sustaining their family’s needs with minimal intervention from the program. Meanwhile, 2,168 families were categorized under natural attrition, referring to households with no longer any eligible members to be monitored under the program.
The ceremonies held across different municipalities highlighted inspiring stories of resilience and determination from families who remained committed to improving their lives through education, health compliance, and responsible parenthood.
For many beneficiaries, the activity was more than a recognition ceremony — it became a meaningful reflection of the hardships they endured and the progress they achieved through the support of the program.
Emotional testimonies from beneficiaries also underscored the life-changing impact of the 4Ps program on their families and communities.
Josephine Carceler Cardano, a beneficiary from Cagayancillo, tearfully shared the difference between their life before becoming part of the program and the life they have now.
“Malaki po talaga ang ipinagbago ng aming buhay. Noon, hirap na hirap kaming itaguyod ang pang-araw-araw naming pangangailangan at pag-aaral ng aming mga anak. Pero dahil sa 4Ps, natuto kaming magsikap, magplano, at mangarap para sa mas magandang kinabukasan.”
Her story reflects the journey of many Filipino families who, despite poverty and life’s challenges, remained determined to create better opportunities for their children.
The “Pugay Tagumpay” ceremonies serve as a reminder that behind every success story is a journey marked by sacrifice, perseverance, and hope — stories that continue to inspire other families to dream bigger and strive harder.
Through initiatives like this, DSWD continues to reaffirm its commitment to empowering Filipino families toward self-sufficiency, resilience, and sustainable development.
