The Department of Social Welfare and Development (DSWD) Field Office MIMAROPA, through the Pantawid Pamilyang Pilipino Program (4Ps), continues to strengthen its commitment to education and child welfare through the intensified implementation of the “Bata Balik Eskwela” Campaign across the region. This is a heartfelt and determined initiative aimed at helping children categorized as Not Attending School (NAS) return to learning and reclaim their dreams.
Out of the 337,141 monitored children under the 4Ps program in MIMAROPA, a total of 36,323 were identified as NAS children. Behind these numbers are stories of poverty, distance, family struggles, lack of motivation, and difficult life circumstances that hinder children from continuing their education.
Determined to address these challenges, dedicated 4Ps personnel, particularly the Municipal Links and Case Managers, went beyond office work and physically reached far-flung sitios, remote islands, and geographically isolated barangays across every corner of MIMAROPA. Instead of waiting for families to come forward, the 4Ps workers chose to personally visit communities, listen to the children and their parents, and understand the deeper reasons behind school absenteeism.
The campaign served not only as an intervention activity but as a compassionate movement of listening, healing, encouragement, and hope.
As part of the activity, Problem Tree Analysis sessions were conducted where children and parents openly identified the root causes of school absenteeism and the possible effects these may have on the children’s future. Through these discussions, families were also able to identify practical solutions and commitments that could help children return to school and remain engaged in their studies.
To further deepen the intervention, partners from the Municipal Social Welfare and Development Office (MSWDO), Department of Education (DepEd), Alternative Learning System (ALS), Barangay Councils, Barangay Council for the Protection of Children (BCPC), and various Civil Society Organizations (CSOs) joined forces to conduct values formation sessions, orientation activities, and motivational talks that encouraged children to continue their education despite life’s challenges.
The activity also featured the “Hagdan ng Pangarap,” where children bravely shared their aspirations in life and reflected on the obstacles preventing them from achieving these dreams. This was followed by breakout and deepening sessions facilitated by Municipal Links, allowing more personal dialogue, emotional processing, and guidance tailored to each child and parent’s unique situation.
For many participants, the campaign became more than just an educational intervention, it became a reminder that they are not alone.
As shared by one of the Municipal Links, Moises R. Archa, children who may have strayed from school are much like members of a family who need understanding, guidance, and unwavering support rather than abandonment during difficult times. He emphasized that children must feel that in moments of struggle, they are not being left behind, but are continuously guided until they find the strength to return to the path leading back to school and toward a brighter future.
The program concluded with a Commitment Setting and Commitment Wall activity where children and parents wrote their promises and commitments as symbols of their renewed determination to prioritize education and support one another in achieving their dreams.
Despite the many hardships faced by these families, the campaign reaffirmed that hope remains alive. Through the collective efforts of government agencies, local government units, community partners, and the tireless dedication of 4Ps workers, thousands of children were reminded that education remains the key to a better future and that no child should ever be left behind.
The success of the “Bata Balik Eskwela” Campaign was made possible through the collective efforts and unwavering commitment of various partner National Government Agencies, Local Government Units, Civil Society Organizations, community leaders, and stakeholders across the region. Among those who continuously extended support to the initiative were the Department of Education (DepEd), Municipal Social Welfare and Development Offices (MSWDOs), Barangay Local Government Units (BLGUs), youth leaders, and Civil Society Organizations such as iHelp, alongside other agencies including the Philippine National Police (PNP), Philippine Coast Guard (PCG), and Philippine Marine Corps (PMC).
Despite the varying circumstances in every municipality, barangay, and sitio, including activities conducted in geographically isolated and disadvantaged areas where direct partner participation may not always have been possible, the shared commitment of these agencies and organizations in promoting the welfare, protection, and education of children remained evident. Their continued collaboration, support, advocacy, and encouragement greatly contributed to the success of the campaign and to the collective goal of ensuring that no child is left behind in education.
As DSWD MIMAROPA continues its mission of empowering families and protecting the welfare of children, the “Bata Balik Eskwela” Campaign stands as a powerful testament that genuine public service goes beyond statistics. It reaches communities, touches lives, restores hope, and opens doors for children to dream once again.
