Before he became a Barangay Kagawad, Jose Alim “Danny” F. Murchante was simply a father determined to provide a better future for his family. Like many hardworking Filipinos, he embraced every honest opportunity to earn a living—from selling rice cakes and accepting laundry work to taking on various odd jobs—to support his six children. Life was never easy, but Danny believed that dignity was not measured by wealth or position, but by one’s willingness to work hard and serve others.

His commitment to service eventually led him to become a barangay tanod and later chief tanod, where he quietly earned the trust and respect of his community through integrity, dedication, and genuine concern for others. During the height of the COVID-19 pandemic, Danny once again answered the call to serve. He drove a municipal multicab transporting COVID-19 patients and Locally Stranded Individuals (LSIs) to quarantine facilities despite the risks. Alongside his wife, a member of the Barangay Health Emergency Response Team (BHERT), they chose to put the welfare of their community above their own fears. Their experience reinforced a simple yet powerful belief: when people are in need, true public servants step forward.

Danny’s journey took a new direction in 2018 when he became a community volunteer under the Department of Social Welfare and Development’s (DSWD) Kapit-Bisig Laban sa Kahirapan–Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS). What began as volunteer work soon became an opportunity to develop his leadership through the Community-Driven Development (CDD) approach.

Initially unfamiliar with project implementation, procurement, financial management, and community facilitation, Danny embraced every training and mentoring session provided by KALAHI-CIDSS. Gradually, he gained confidence in speaking before people, facilitating community meetings, preparing project documents, and working closely with fellow volunteers and local government officials. More importantly, he realized that sustainable development is achieved when communities themselves are empowered to identify their needs, make decisions, and take ownership of solutions.

Recognizing his commitment and leadership potential, his fellow volunteers elected him as Chairperson of the Barangay Sub-Project Management Committee (BSPMC). The responsibility deepened his appreciation for transparency, accountability, and participatory governance—principles that would later shape his approach to public service.

Among the many experiences that molded him as a leader, one became particularly significant. During the implementation of a community subproject, Danny noticed irregularities in the procurement process. Rather than remain silent, he chose to uphold the principles instilled by KALAHI-CIDSS and courageously raised his concerns.

 

His decision was far from easy, but it earned him the trust and respect of both his fellow volunteers and community members. For Danny, integrity was never negotiable because every community project represented the hopes and aspirations of the people it was meant to serve.

Years of dedicated volunteerism eventually inspired members of his community to encourage him to run for barangay kagawad. By then, his reputation had already been built—not through campaign promises, but through years of visible and consistent service. The same people who had seen him facilitate assemblies, oversee projects, and stand firm for transparency entrusted him with a greater responsibility.

Today, Danny serves as a barangay kagawad while preparing for another chapter of public service as he aspires to become barangay captain. Guided by the lessons he gained from KALAHI-CIDSS, he hopes to continue promoting participatory planning, transparency, accountability, and meaningful citizen participation in local governance. He firmly believes that the Community-Driven Development approach can be practiced beyond KALAHI-CIDSS projects because it places communities at the center of decision-making and development.

For Danny, volunteerism remains the foundation of genuine leadership.

“KALAHI-CIDSS is for everyone. We volunteered because we knew the whole barangay would benefit. We never expected anything in return. Seeing our community improve was already enough,” he shared.

He also encourages young people to embrace volunteerism, believing that every act of service contributes not only to personal growth but also to stronger, more resilient communities.

Looking back, Danny credits DSWD KALAHI-CIDSS for helping shape the leader he has become today.

“I am grateful to DSWD KALAHI-CIDSS for its commitment to bringing development to every barangay. Their work is never for themselves but for the people. To me, they are heroes too.”

Danny’s journey demonstrates that leadership is not defined by titles, but by integrity, compassion, and an unwavering commitment to serve. Through DSWD KALAHI-CIDSS, an ordinary father discovered his potential to become a trusted volunteer, an accountable public servant, and an inspiring community leader. His story is a powerful testament to the transformative impact of Community-Driven Development—proving that when communities are empowered to lead, they do not simply build projects; they build leaders who inspire lasting change.
