RJJWC campaigns against Lowering the Minimum Age of Criminal Responsibility

DSWD Officials and Staff join the Noise Barrage and 1 Million Signature Campaign against lowering of MACR.

The Regional Juvenile Justice and Welfare Committee (RJJWC) of Department of Social Welfare and Development (DSWD) MIMAROPA Region led the campaign against the lowering of Minimum Age of Criminal Responsibility (MACR) during the conduct of DSWD 66th Anniversary last February 23, 2017.

In order to show strong support to #JailNoChild movement, DSWD officials and staff join the one (1) Million Signature Campaign and Noise Barrage which lasted for five minutes.

Lowering the MACR from 15 to nine (9) years old is based on House BiIl No. 02  which the DSWD and RJJWC strongly oppose to be passed in Congress

RA 9344 as amended by RA 10630 is a landmark child protection law that seeks to remedy the significant problems of the plight of children in conflict with the law in the Philippines. It established a comprehensive and child-sensitive justice system.

It emphasizes on responsibility of the duty bearers and the society to establish a protective and enabling environment; provide juvenile delinquency prevention and intervention principles; introduce diversion program; and strengthen rehabilitation, reintegration and aftercare programs.

The highlights of RA 10630 are as follows: minimum age of criminal responsibility should be retained at 15 years old; clarify procedures for children below MACR including those who committed serious offense; and establish the Intensive Juvenile Intervention and Support (IJIS) Center within the Bahay Pag-asa (BPA).

A forum at Epifanio Delos Santos Elementary School was also conducted by Rosa Fe B. Roxas, RJJWC Focal, in order to strengthen the #JailNoChilld campaign and heighten awareness and involvement of the children.

According to Roxas, there are 525 Children in Conflict with the Law (CICL) in MIMAROPA Region wherein Palawan has the highest number. On the other hand, the top three (3) offenses committed by CICLs are theft, robbery and rape.

“Based on the result of our Information Drive and Focus Group Discussions, some reasons of CICL for committing crimes are as follows: financial limitations, absentee parents, bullying brought by comparison of children by parents, peer pressure, poor parenting, broken families and influence of social media,” emphasized Roxas during the #JailNoChild Campaign.

To illustrate why CICL exist in the environment, an Educational Film featuring a life of CICL was presented. ###

DSWD MIMAROPA conducted orientation about Alternative Family Care Program

The Adoption Resource and Referral Section of the Department of Social Welfare and Development (DSWD) MIMAROPA discussed the Alternative Family Care Program during the Forum on the Current Trend in Social Work Practice in Marinduque State College.

The activity is part of the Adoption Consciousness Month celebration.

Speech: 66th DSWD MIMAROPA Anniversary Celebration

 

Sa atin pong panauhing pandangal, USEC Maria Lourdes Turalde-Jarabe, sa mga magigiting na punong-bayan ng MIMAROPA Region, sa atin pong masisipag na mga partner-stakeholders, sa atin pong mga benepisyaryo at higit sa lahat sa mga kapwa ko kawani ng DSWD, isang magandang hapon po sa inyong lahat at maligayang pagdiriwang ng ika-66 na Anibersaryo ng ating departamento.

Ang anibersaryo po ng DSWD ay isinasagawa upang ibalik-tanaw ang ating palalakbay laban sa pagsugpo ng kahirapan sa ating bansa at pagsisilbi ng “Maagap at Mapagkalinga” sa ating mga benepisyaryo na nasa Poor, Vulnerable at Disadvantaged na sektor.

Nagsisilbi rin po itong lugar upang tayo’y makapaghuntahan, makapagkumustahan at makapagbahagi ng kasiyahan sa ating mga kasamahan at kaibigan sa DSWD.

 

Higit sa lahat, ito po ay isang pagdiriwang upang parangalan ang ating mga kawani, mga partner-stakeholders at mga volunteers na dedikado at walang tinag na ibinuhos ang oras, pawis, dugo at buhay upang makapagsilbi sa ating publiko.

Lubos po ang aking kasiyahan na kasalo ko sa’yo sa pagdiriwang ng isang mahalagang yugto ng Departamento.

Week-Long Celebration:

 

Upang higit po na mabigyang buhay ang ika-66th na Anibersaryo ng DSWD, ginawa po naming isang linggo ang selebrasyon. Naghanay po kami at nagsagawa ng iba’t-ibang aktibedades sa aming rehiyon:

Noon pong Lunes, sinimulan po namin ang aming pagdiriwang sa isang mataimtim na Misa upang magpasalamat sa lahat ng biyayang dumating sa ating departamento. Sinundan po ito ng Blessing ng mga sasakyan at mga pasilidad sa rehiyon.

Gayundin po, nagkaroon po ng ribbon cutting ng SLP Bazaar kung saan po tinangkilik po natin ang mga produktong gawa ng ating mga benipesaryo ng SLP at Pantawid Pamilya.

Isa rin pong soft launching ng OPCEN (Operation Center) ang isinagawa kung saan nakita po natin ang lugar kung saan nagtitipon ang ating mga QRT members tuwing may sakuna/kalamidad. Makikita rin po natin dito ang mga materyales at equipment na kanilang ginagamit sa kanilang Disaster Response Operations.

Binuksan na rin po ang Regional Learning Resouce Center (RLRC) ng Rehiyon upang makapagbigay ng mga IEC materials na magagamit ng ating mga kawani at publiko.

Nagsagawa rin po ng Photo Exhibit sa rehiyon kung saan po ipanakita ang mga larawan at kwento ng pagbabago ng ating mga benepisyaryo, mga magagandang tanawin sa MIMAROPA at mga litrato ng mga kawani at mga opisyales ng DSWD MIMAROPA.

Gayundin, inilatag ang apat bagong mensahe ng departamento sa community board upang higit na maisapuso ng mga kawani at publiko: 1. Ang Maagap at Mapagkalingang Serbisyo 2. Patas na Pagtrato sa Komunidad 3. Tapat na paglilingkod na walang puwang para sa katiwalian 4. Maging Tapat sa Tungklin, sa Mamayan at sa Bayan.

Isa ring pagbalik tanaw sa kabataan ang isinagawa sa Laro ng Lahi kung saan nagmistulang mga masisiglang bata uli ang mga kawani na sumali mga tradisyunal na larong Pinoy tulad ng kadang-kadang, patintero at marami pang iba.

Noon namang Martes, pinasigla ng mga makabago at lumang tugtugin ang rehiyon sa isanagawang “Sayawan sa Barrio” kung saan nakita nating umindak ang ating mga kawani at opisyales. Sinundan naman ito ng paligsahan sa pagluluto ng masarap at masustansyang pagkain sa DSWD Masterchef.

Pagsapit naman ng Miyerkules, naggagandang tinig ang ating napakinggan sa ating Tawag ng Tanghalan sa DSWD kung saan umawit ng mga klasikong kanta ang ating mga kawani. Paligsahan naman sa talas ng isip at memorya ang isinigawa noong Huwebes sa Family Feud na nagpakita ng kanilang kaalaman ukol sa departamento at pulso ng masa

 

Anniversary Proper

Hindi pa po natatapos ang kasiyahan ng pagdiriwang ng ating 66th Anniversary.  Higit pa po namin kayong  hahandugan ng mga kaganapang inyong hindi malilimutan ngayong Culminating Activity ng ating anibersaryo.

Bilang pasasalamat po sa mga lider na nagsilbing ilaw at haligi ng departamento, isa pong Commemoration para po sa mga Regional Directors ang ipepresenta. Ito po ay magpapakita ng mga mahahalagang kontribusyon ng mga RDs na nagsilbi sa DSWD MIMAROPA bago po ang aking termino.

Pagkatapos po nito, isang masigla at nakakaindayog na musika naman po ang ating masisilayan sa pagtatanghal ng AFP ASCOM COMBO Band.

Mapapakinggan rin po natin ang mensahe ng ating kagalang galang  na panauhing pandangal na si USEC Maria Lourdes Turalde-Jarabe. Maraming salamat po USEC sa pagpapaunlak sa aming imbetasyon.

Dadako rin po tayo sa pagbibigay parangal sa atin pong mga PANATA Ko Sa Bayan Awardees. Ito po ay isang taos pusong pasasalamat at parangal sa walang sawa po ninyong pagsuporta sa mga serbisyo ng DSWD.

Kaugnay po nito, ikinigagalak ko pong ibalita na ang ating rehiyon po ay nakasungkit sa National ng apat 4 na Gapas Awards:

  1. Taytay Palawan: LGU implementing outstanding Sustainable Livelihood Program Microenterprise Development Model
  2. Sablayan, Occidental Mindoro: Model LGU implementing KALAHI – CIDSS
  3. Sablayan, Occdidental Mindoro: Model LGU implementing Day Care Services
  4. San Jose, Occidental Mindoro: Model LGU implementing Protective Programs & Services (for National programs and Devolved Programs)

Muli po ay maraming salamat at patuloy po sana nating pagtibayin at pag-igtingin ang ating pagutulungan na mapagsilbihan ang publiko.

Sa ilang saglit lamang din po ay maririnig po natin ang mensahe ni Mayor Eduardo Gadiano ng Sablayan Occidental ukol sa parangal na natanggap ng kanilang bayan.

Bukod pa po rito, bibigyan din po natin ng pagpupugay ang atin pong mga boluntaryo ng KALAHI-CIDSS sa Bayani Ka Awards. Sila po ang mga kababayan natin na hindi nagatubiling magbigay ng karagdagang serbisyo na walang hinihintay na kapalit para sa ikabubuti ng buhay na kanilang kapwa.

Paparangalan din po natin ang mga Modelong ng Ama ng Pantawid Pamilyang Pilipino Program. Sila po ang mga nagsilbing modelo ng mahusay na pagsuporta sa kanilang mga anak at mga kabiyak, maayos na pakikisama sa kapwa, aktibong partisipasyon sa komunidad at maigting na pagpapalaganap ng adboksiya sa pantay na Karapatan ng Kalalakihan at Kababaihan.

Bibigyan din natin ng isang mainit na pasasalamat ang ating mga Loyalty Awardees na naglaan ng mahaba at dedikadong  serbisyo para sa publiko. Sila ang tunay na bayani ng ating bayan, mga modelo at inspirasyon ng walang humpay na pagsisilbi sa kapwa.

Pagkatapos ng mga parangal ay marami pa tayong masasaksihang mga pagtatanghal mula sa ASCOM Band,  sa grand winner ng DSWD Tawag ng Tanghalan at Kay Mr. Jino Labiti.

Nawa po ay masiyahan kayo sa ating selebrarsyon ng ika-66 na Anibersaryo ng ating departamento. Muli po ay isang magandang hapon sa ating lahat. ###

4 LGUs in MIMAROPA Region received DSWD Gapas Award

 

Department of Social Welfare and Development MIMAROPA Regional Director Wilma D. Naviamos, together with officials and representatives of partner LGUs, received GAPAS awards during the ‘PaNata ko Sa Bayan’ Awarding Ceremony in DSWD Auditorium Quezon City.

Here are the GAPAS Awards received:

1. Sablayan, Occidental Mindoro: Model LGU Implementing Day Care Services;
2. Sablayan, Occidental Mindoro: Model LGU Implementing KALAHI-CIDSS;
3. San Jose, Occidental Mindoro: Model LGU Impementing Protective Programs and Services; and
4. Taytay, Palawan: LGU Implementing Outstanding Sustainable Livelihood Program Microenterprise Development Model

Gapas Award is a commendation to partner LGUs and NGOs implementing DSWD programs and services which have significant and outstanding contributions to their respective communities.

RSCWC Children’s Caravan cum Adoption Consciousness Month Celebrated in San Jose Romblon

Department of Social Welfare and Development MIMAROPA, in partnership with Regional Sub-Committee on the Welfare of Children and Local Government Unit of Romblon, conducted the Children’s Caravan cum Adoption Consciousness Month Celebration last February 2 and 3, 2017.

DSWD MIMAROPA Regional Director and RSCWC MIMAROPA Chair, Wilma D. Naviamos formally opened the celebration by giving inspirational message about children’s rights and empowerment.

Cong. Acosta consulted RD Naviamos about Memorandum Circular No. 9 or the Supplemental Guidelines on the Implementation of Protective Services Program (PSP) and DSWD’s position against the lowering of criminal responsibility of children.
