DSWD MiMaRoPa to hire field staff for 2015 household assessment

MALATE, Manila– With the household assessment to be conducted this first quarter of 2015, the Department of Social Welfare and Development Field Office MiMaRoPa is now looking for active and socially responsible staff for Listahanan.

“We are hiring project-based staff such as Area Coordinators (AC), Area Supervisors (AS) Enumerators (EN), Encoders and Verifiers that will help complete the nationwide household enumeration,” says DSWD Regional Field Coordinator Ernie H. Jarabejo.

The Department is in need of 49 ACs, 246 ASs, 1,233 ENs and 190 Encoders and Verifiers who will be assigned in the provinces of Mindoro, Marinduque, Romblon and Palawan.

“This is the second round of household enumeration based on the guidelines on regular updating of Listahanan or the National Household Targeting System for Poverty Reduction Central Database,” Jarabejo added.

Listahanan is the department’s targeting mechanism of identifying who and where the poor are that started in 2009. The result from the assessment will be the basis of targeting beneficiaries for government’s social protection programs such as Pantawid Pamilyang Pilipino Program, Sustainable Livelihood Program, Social Pension Program and PhilHealth enrollment.

“They will be conducting house-to-house interviews using the departments Family Assessment Forms. Their main function is to ensure that every household in the region is covered,” said Jarabejo.

Listahanan users increase this year

ROMBLON- The municipalities of Calatrava, San Andres and San Fernando in Romblon province had recently signed partnership with Listahanan of the Department of Social Welfare and Development under the Memorandum of Agreement (MOA) on data sharing.

“The data from the Listahanan would be a great help to [our office] in determining potential beneficiaries of our local programs. This serves as a binding action between our municipality and DSWD for a move-forward coordination in addressing the needs of our poor families,” said San Andres Municipal Social Welfare and Development Officer, Ceasar Valiente.

The said MOA will allow the local government units (LGU) to access the Listahanan database of poor households identified in 2009 enumeration. Data on women, children, youth, senior citizens and persons with disability are also shared through this contract.  However, data user has to ensure the confidentiality of the said database.

Previously, eight LGUs have already signed an agreement on data sharing in the province of Romblon. These include municipalities of Corcuera, Ferrol, Magdiwang, Odiongan, Romblon, Sta. Fe, Sta Maria and the Provincial Government of Romblon.

Calatrava, San Andres and San Fernando are automatically qualified for the 2015 Regional Gawad Listahanan, an award recognizing the LGUs initiatives to address poverty in their respective areas using the Listahanan-identified poor. This year, Romblon grabbed the runner up spot for the regional competition.

Listahanan is the government’s targeting mechanism of poor families. ###

Listahanan joins 2014 PSQ


Participants of this year’s Philippine Statistics Quiz held in Calapan City.

CALAPAN City- The Listahanan of the Department of Social Welfare and Development (DSWD) MiMaRoPa has joined the 23rd Philippine Statistics Quiz (PSQ) – Regional Level last November 13, 2014 in this city.

PSQ is an annual activity of the Philippine Statistics Authority in accordance with the statistics month celebration.  Fourteen   said  students coming from different colleges and universities regionwide participated in the said quiz.

DSWD, as this the vice-chair of the PSQ committee has allocated  Php30,000.00 for the cash prizes of winners.

This year’s champion is a Bachelor of Secondary Education student from Marinduque State College, Roel M. Rey who will also represent MiMaRoPa at the national quiz next month.

Different government agency representatives participated in this activity namely: Department of  Public Works and Highways, Department of Science and Technology, Philippine Information Agency, Philippine National Police and Bangko Sentral ng Pilipinas. Representatives from local government units have also joined. ###

3 Palawan LGUs sign agreement with DSWD to access data of poor

MALATE, Manila- The local government units (LGUs) of Culion, Cagayancillo and Rizal in Palawan province signed a Memorandum of Agreement (MOA) on Data Sharing with the Department and Social Welfare and Development’s Listahanan.

Listahanan or National Household Targeting System for Poverty Reduction is the government’s database used as basis for identifying beneficiaries of social protection programs like the Pantawid Pamilyang Pilipino Program, Sustainable Livelihood Program (SLP) and the Social Pension Program.

The said MOA will provide the LGUs with access to profile of the identified poor and non-poor families based on the 2009 regionwide assessment in their respective areas.

Sectoral data on women, youth, children, senior citizens, family, persons with disability (PWD), and Indigenous People (IP) can also be shared through this agreement.

“Listahanan’s database of poor helps to have more focused interventions for local social programs especially in geographically isolated, disadvantaged areas (GIDA) in MiMaRoPa,” said DSWD Regional Director Wilma D. Naviamos.

Under this contract, LGU has to ensure the confidentiality of the database and should be used only for its intended purpose.

According to Naviamos, this partnership begins the realization of crafting and formulating local plans, agenda and interventions for the poor using the Listahanan data of poor households. ###

DSWD’s special validation assesses more than 5 thousand HHs in MiMaRoPa

MALATE, Manila– About 5,455 households (HHs) in MiMaRoPa region were assessed in the recently concluded special validation of senior citizens and Modified Conditional Cash transfer (MCCT).

The special validation addresses the exclusion and inclusion error of government programs such as Social Pension and the Pantawid Pamilyang Pilipino Program.

Data shows that only   72. 7 percent were covered in the regionwide assessment from the 7,504 household target. The said assessment was conducted by 48 field staff deployed in Mindoro, Romblon, Palawan and Marinduque provinces for house-to-house interviews.

There are 1,696 households validated in Occidental Mindoro; 1,331 HHs in Oriental Mindoro; 1,447 HHs in Palawan; 512 HHs in Romblon and; 469 in Marinduque.

Currently, all households validated are subject for proxy means testing (PMT), DSWDs’ statistical formula of estimating family income on which the result will tag them as poor or not.

Senior citizens who will be classified poor will continue to receive their P500.00 monthly stipends while non-poor will be delisted in the Social Pension program according to a Commission on Audit rule.

Nonetheless, MCCT Listahanan-identified poor families will be mainstreamed to the regular Pantawid Pamilyang Pilipino Program. ###

DSWD seeks best MiMaRoPa LGU partners for 2014 Gawad Listahanan

MALATE, Manila-The Listahanan of the Department of Social Welfare and Development (DSWD) MiMaRoPa begins its search for Local Government Units to compete forits very first ‘Gawad Listahanan or Data Utilization Award.’

Gawad Listahanan is an initiative to recognize LGUs efforts to maximize the benefits of the poor by reducing leakages and promoting objective beneficiary selection through the use of Listahanan database.

Listahanan, which started in 2009 is the DSWD’s mechanism of mapping out poor families nationwide that eventually became beneficiaries of the government’s social protection programs such as Pantawid Pamilyang Pilipino Program, Social Pension and Sustainable Livelihood Program.

“We are inviting all our partner LGUs who have forged Memorandum of Agreement (MOA) on Data Sharing with the Department to participate in this regional selection by accomplishing the necessary documents required by the Regional Selection Committee,” said DSWD Regional Director Wilma D. Naviamos

LGUs will be judged using three criteria: (1)compliance to the Data Sharing Agreement specifically the selection of beneficiaries for local programs proven in the feedback reports on data utilization; (2) the integration of Listahanan data in local advocacy activities; and (3) innovative practice/s where the data of poor households are used as basis in crafting local development plans.

Three LGUs will be named winners this October who will also be competing at the national level eyeing a Php50, 000.00 cash prize.

This award also aims to promote convergence of all social protection stakeholders on the identified poor to effectively address the different aspects of poverty, Naviamos added.

Deadline of submission of ‘project entry’ is until September 30, 2014 at the DSWD Regional Office or the nearest Social Welfare and Development (SWAD) offices in Mindoro, Marinduque, Romblon and Palawan provinces.###

RSU signs partnership with DSWD’s Listahanan

ODIONGAN, Romblon- Represented by its President, Dr. Arnulfo De Luna, the Romblon State University (RSU) forged partnership with the Department of Social Welfare and Development (DSWD) on Memorandum of Agreement (MOA) on Data Sharing under the National Household Targeting System for Poverty Reduction better known as ‘Listahanan.’

“Listahanan is an information management system that identifies who and where the poor are in the country. This system makes available to government and non-government institutions a database of poor families as basis in identifying potential beneficiaries of social protection programs such as Pantawid Pamilya and Sustainable Livelihood and Social Pension,” said DSWD MiMaRoPa Regional Director Wilma Naviamos.

Under the said partnership, DSWD will provide assistance to its partners in implementing programs and services that will alleviate poverty and empower disadvantaged individuals and poor families.

RSU Vice President for Academic Affairs Dr. Elvin Gaac said that access to the DSWD’s list of poor households particularly on the health component will be an effective reference to their school researches.

Moreover, MOA on Data Sharing protects the confidentiality of the database and ensure that data are used only for its intended purposes. This is in consonance with the Data Privacy Act of 2012, which is intended to protect the integrity and security of personal data in both the private and public sectors, according to Naviamos.

Stipulated further in the agreement is that the data user must integrate Listahanan in all its social marketing activities – highlighting the use of the targeting system in identifying beneficiaries of local social protection programs.

“We are very positive with this partnership. We are looking forward to a stronger relationship between DSWD and our university to help our clients in a better way,” Dr. Gaac concluded. RSU has nine campuses in Romblon province and is expected to prepare a feedback report on data utilization as part of this agreement.

To date, three State Universities and Colleges (SUC) have signed a MOA with DSWD, Palawan State University, Palawan Polytechnic College Inc., and RSU. ###

DSWD monitors household assessment of MCCT and Senior Citizens special validation

ROMBLON- The Department of Social Welfare and Development (DSWD) MiMaRoPa through the National Household Targeting Unit conducted series of spot checking to ensure the integrity of the 2014 special validation of senior citizens and Modified Conditional Cash Transfer (MCCT).

“We need to randomly monitor   our staff in the field to make sure that gathered data are complete and accurate,” said Regional Field Coordinator Ernie H. Jarabejo.

The municipalities of Odiongan, Looc and San Andres in the province of Romblon as well as Cagayancillo, Palawan were the first set areas monitored last May 23 to June 2, 2014.

The said special validation addresses the exclusion error of poor families to become beneficiaries of government social protection program such as Social Pension and Pantawid Pamilyang Pilipino Program.

Nonetheless, series of spot checking will be conducted simultaneously on the 2nd week up to the last week of this month in the provinces of Palawan, Mindoro and Marinduque.

On the other hand, DSWD encourages the public to participate in the on-going house-to-house interviews. “Our household respondents need to provide complete and honest answers to our enumerators during the interview.” Jarabejo concluded. ###
