DSWD awards Palawan province: Gawad Listahanan champion


Representing the Provincial Government of Palawan, Dominic Fresnillo and Helen Bundal receive the award as the 2015 Gawad Listahanan regional champion under provincial category.

PUERTO PRINCESA CITY- The Provincial Government of Palawan (PGOP) won two times in a row as regional champion for the 2015 Gawad Listahanan  search under provincial category while the Province of Romblon is this year’s first runner-up.

The awarding was held in Palawan on December 11, 2015 which was witnessed by partner Local Government Units (LGUs), Civil society Organizations, media and academic institutions.

Regional champion received Php 10,000.00 cash prize while the first runner-up with 7,000.00. Each winner has plaque of appreciation.

Gawad Listahanan is a recognition to all Department of Social Welfare and Development (DSWD) partners specifically to the LGUs who have Memorandum of Agreement on Data Sharing through the Department’s Administrative Order No.2, series of 2009.

Data Sharing aims to establish systematic way of sharing data, as well as information on poor households that will be or can be eligible for various local social protection programs.

“We launched the 2015 Gawad Listahanan to confer awards to our partner stakeholders in promoting the usage of Listahanan database,” said Regional Director Wilma Naviamos for MiMaRoPa region.

The PGOP has made strides in promoting the welfare of senior citizens and has ensured their continued participation in development, thru granting Local Social Pension to indigent citizens province wide within the age bracket of 73-76 years old in the amount of P250.00 per month.

This also promotes the complementation and convergence of all social protection stakeholders on the identified poor to effectively address the different aspects of poverty, said Naviamos.

Nevertheless, the province of Romblon is implementing the HEART program which focuses on Health, Education, Agriculture, Revenues, Resource Generation, Tourism and Transparency with the aid of Listahanan data to combat the aging and multiplying effects of poverty in the province.

Gawad Listahanan was first celebrated in 2014 in Calapan City, Oriental Mindoro. Winners are judged on the compliance to the Data Sharing Agreement; integration of Listahanan data in local advocacy activities; and innovative practice where the data of poor households are used as basis in crafting local development plans.

Moreover, Provincial Government of Palawan is one of the finalists at the national level. Winners will be named on January 2016 during the DSWD anniversary annual celebration.

Listahanan, which first started in 2009, a mechanism of mapping out poor and non-poor households in the Philippines.###

DSWD MiMaRoPa holds 2nd anti-poverty symposium


DSWD highlights the government’s social protection framework for the vulnerable, marginalized and disadvantaged sectors.

PUERTO PRINCESA CITY, Palawan- The Department of Social Welfare and Development (DSWD) MiMaRoPa conducted its second Listahanan Anti-poverty Symposium in accordance with the United Nations international day celebration for eradicating extreme hunger and poverty on October 28, 2015.

This year’s theme is Building a sustainable future: Coming to end poverty and discrimination.

“The Department, together with other partner-stakeholders in eradicating poverty here in MiMaRoPa, embraces United Nations Guiding Principles on Extreme Poverty and Human Rights. Our collective efforts will surely protect and secure ordinary people especially those living in extreme poverty”, Regional Director Wilma D. Naviamos said.

DSWD is implementing social protection programs such as the Pantawid Pamilyang Pilipino Program; Sustainable Livelihood Program (SLP); and Kapit Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) and Social Pension Program for poverty alleviation regionwide.

In 2009, the Department’s Listahanan, a mechanism of identifying where and who the poor are, has identified 242,633 poor households in Mindoro, Marinduque, Romblon and Palawan provinces in which 196,029 households are already enrolled to Pantawid Pamilyang Pilipino Program and 53,215 identified poor senior citizens are receiving P500.00 monthly pension.

Moreover, the city government of Puerto Princesa, National Anti-poverty Commission (NAPC), Philippine Statistics Authority (PSA), National Economic development Authority (NEDA), and Palawan Council for Sustainable Development Staff (PCSDS) have presented their own sustainable anti-poverty programs implemented in Mimaropa region particularly in Palawan province.

The said symposium was also participated by different national government agencies, Provincial Government of Palawan and  Palawan-based Civil Society Organizations namely, Ligaya ng Buhay Foundation, World Vision, Palawan NGO Network Inc., Federation of Senior citizens and other local organizations.

A sustainable world cannot exist when there is poverty, discrimination and abuse of human rights. A sustainable world leaves no one behind, Naviamos concluded.

Poverty is occurring not only in the Philippines, but also in the rest of the world. Thus we are celebrating the World Day for Overcoming Extreme Poverty. This has been celebrated since 1987 and recognized by United Nations since 1992.###

Palawan, OrMin win 2014 Regional Gawad Listahanan


Representatives from the Provincial Government of Oriental Mindoro receive the awards from the DSWD Directors.

CALAPAN CITY– The Listahanan of the Department of Social Welfare and Development (DSWD) MiMaRoPa named Provincial Government of Palawan and Oriental Mindoro as regional champions of the first ever search for Gawad Listahanan Provincial Category.

“This award recognizes the effort of the local government units (LGUs) in promoting the Department’s convergence of all social protection programs in addressing poverty using the Listahanan database,” said DSWD Regional Director Wilma D. Naviamos during the awarding ceremony held in Filipiniana hotel last November 7, 2014.

Listahanan National Project Manager Vincent Andrew T. Leyson said that Gawad Listahanan is a mechanism of the project to gather feedback reports on data utilization from LGUs who received data of poor households based on 2009 nationwide assessment.

Palawan and Oriental Mindoro who will also compete at the national level, each received Php15, 000 cash prize, plaques and certificates while Romblon Province, also this year’s first runner-up received Php10, 000, plaque and certificate.

Palawan Provincial Social Welfare Officer, Apolonia Y. David  receives certificate, plaque and php15,000.00 during the regional awarding.

Provincial Government of Palawan utilizes Listahanan-identified poor in the implementation of the Enhanced Social Pension for Indigent Senior Citizens called “Lingap para kay Lolo and Lola. The said localized program gives monthly stipends to poor adults in the province amounting to Php250.00. Similarly, the province of Oriental Mindoro implemented the localized Philhealth program utilizing the database in identification of beneficiaries.

Gawad Listahanan will be an annual search of the Department to motivate local social protection program implementers to utilize Listahanan list of poor families.

The activity was attended by representatives from government agencies such as Philippine Statistics Authority, Department of Labor and Employment, Department of Science and Technology and Philippine Information Agency. Local Social Welfare and Development Officers representing the LGUs in Mindoro and local media were also present. ###
