Listahanan poor in Marinduque get UCT grants from DSWD


UCT beneficiaries from the towns of Boac and Mogpog line-up to claim grants in Provincial Convention Center.

BOAC, Marinduque- The Department of Social Welfare and Development (DSWD) MIMAROPA and Landbank of the Philippines have disbursed 9.5 million pesos to 3,369 Listahanan poor under the Unconditional Cash Transfer (UCT) program in this province.

UCT is the tax subsidy provided for under the Tax Reform for Acceleration and Inclusion (TRAIN) law to help the poor cushion the adverse economic impact of the law for three years, starting 2018. For this year, beneficiaries will receive P200 per month or P2,400 for one year. In 2019 and 2020, the subsidy will increase to P300 or P3,600 a year.

Listahanan is a government mechanism that identifies who and where the poor are. This database is then used for the identification and selection of potential beneficiaries for various poverty alleviation and social protection programs.

“During the three-day clustered payout in this province, UCT served 814 households in Boac; 609 in Gasan; 413 in Mogpog; 451 in Buenavista; 429 in Torrijos; and 653 in Sta. Cruz,” said DSWD Regional Director Wilma D. Naviamos.

DSWD MIMAROPA has piloted the entire process of UCT implementation from the notification, registration and payout activities in six towns of Marinduque starting August 1 to 18, 2018.  From the 3,890 total target, 611 beneficiaries were not able to claim their cash grants due to various reasons such as transfer of residence, deceased household heads and inconsistencies in the legal documents of identified beneficiaries.

“We are grateful for the unwavering support of the six local government units together with the provincial government thru the Marinduque Governor Carmencita Reyes for the successful UCT pilot program implementation. Through this pilot activities, the department will be able to polish its existing guidelines and craft new policies, directions, and strategies based on the experiences and learnings in the province of Marinduque, Director Naviamos added.

DSWD will set a new schedule of payout for those beneficiaries who have not shown to ensure that cash grants will be disbursed within the prescribed timeline.

The UCT  full implementation process for Listahanan poor households will be conducted simultaneously in the remaining four  MIMAROPA provinces starting this month. ###

Listahanan completes UCT field validation in MIMAROPA


MALATE, Manila- The Department of Social Welfare and Development (DSWD) has completed field validation of Listahanan-identified poor households for the Unconditional Cash Transfer (UCT) in Mindoro, Marinduque, Romblon, and Palawan or (MIMAROPA) provinces.

From the 93,436 household targets, 92,205 households or 98 percent are validated and verified regionwide.

The UCT household validation spearheaded by DSWD- Listahanan started on the second week of March and was officially completed last week of April 2018.  A total of 22,981 households has been validated in Oriental Mindoro; 17,594 in Occidental Mindoro; 6,319 in Marinduque; 7,777 in Romblon; and 38,103 in Palawan.

The Department has hired 392 validators in MIMAROPA who have administered house-to-house interviews for 45 days.

“From the number of nonvalidated households are those unlocated, transferred to other provinces or regions, vacant, and in some cases no available qualified respondents,” said Listahanan Regional Coordinator Ernie H. Jarabejo.

According to validation guidelines, to qualify as respondents they should be at least 15 years old above, member of the household to be validated, and able to verify the accuracy of the household information or profile.

Jarabejo stressed that hired validators have exhausted all possible means to locate and verify those missing households as not to be left behind before the barangay issues certification attesting cases of unlocated or transferred.

Moreover, the barangay council also issued a certification of completion testifying that validation activity in the area is successfully conducted based on standard protocols.

The UCT validation is a mechanism to identify possible and qualified recipients of cash grants as a government’s mitigating measure on the effect of the new Tax Reform for Acceleration and Inclusion (TRAIN) law.

“The said validation aims to assess possible recipients of social welfare cash assistance to poor families who are heavily affected by the increasing prices of basic commodities due to the TRAIN law. Priority targets are non-Pantawid Pamilyang Pilipino and Social Pension Program households,” added Jarabejo.

Meanwhile, DSWD clarifies that the household validation aims not to delist, select and expand new and current Pantawid Pamilyang Pilipino Program and other program partner-beneficiaries.

As of this writing, all validated forms will be encoded for updating of the household profile.

DSWD to start household validation for UCT recipients in MIMAROPA


MALATE, Manila- The Listahanan of the Department of Social Welfare and Development (DSWD) MIMAROPA will conduct house-to-house validation of some 94,000 potential beneficiaries of the government’s Unconditional Cash Transfer (UCT) program starting this month regionwide.

There are 18,662 target households in Occidental Mindoro; 22,892 households in Oriental Mindoro; 6,384  households in Marinduque;  7,755 households in Romblon; and 38,435 households in Palawan.

“Under RA 10963 of 2017 or the Tax Reform for Acceleration and Inclusion (TRAIN) law, UCT program will provide unconditional cash grants to Listahanan-identified poor households whose income belong up to the seventh decile,” said Listahanan Regional Coordinator Ernie Jarabejo.

UCT is the biggest social mitigation program under the Duterte administration to aid families who will not benefit from the lower income tax rates but will be adversely affected by rising prices of basic commodities. Recipients will receive P200.00 per month this year; and P300.00/month in 2019 and 2020.

DSWD Pantawid Pamilyang Pilipino Program (4Ps) and Social Pension program beneficiaries will also receive UCT grants to mitigate the moderate and temporary increases in prices due to the enforcement of the comprehensive tax reform program, added Jarabejo.

More than 400 field staff are deployed in the five island MIMAROPA provinces to complete the UCT validation in April.

Jarabejo also calls target household respondents to provide complete and factual information to ensure accurate results.

Listahanan is the government mechanism to identify who and where the poor are. According to the 2015 database, 37 percent or 221,324 households identified as poor out of the 584,562 total households assessed in Mindoro, Marinduque, Romblon and Palawan provinces. ###

DSWD MIMAROPA needs field workers for UCT validation


MALATE, Manila- The Department of Social Welfare and Development (DSWD) MIMAROPA through the Listahanan project is hiring field workers to validate potential beneficiaries of the government’s Unconditional Cash Transfer (UCT) program.

DSWD needs 95 validators and 15 Administrative Assistants (AAs) in Oriental Mindoro; 78 validators and  11 AAs Occidental Mindoro; 27 validators and  six AAs in Marinduque ;  32 validators and 17 AAs in Romblon; and  160 validators and 24 AAs in Palawan.

Under the Tax Reform Acceleration and Inclusion (TRAIN) or RA 10963, UCT program will provide cash grants in the amount of P200 per month in 2018; and P300 per month in 2019 and 2020 to identified poor families to offset the increase in prices of goods for those who will not directly benefit in the lowering of personal income taxes.

“Validators will be paid per form (P50.00/form) while Administrative Assistant will receive P10,159.00 for 30 days,” said Listahanan Regional Coordinator Ernie Jarabejo.

UCT household validation will start in March targeting 94, 128 households regionwide.

Priority applicants are former Listahanan field staff; at least second-year college level; physically fit; must possess good communication and social skills, and willing to be assigned in other municipalities, added Jarabejo.
