ROMBLON —The Local Government Unit (LGU) of San Fernando in this province has entered into a data-sharing agreement (DSA) with the Department of Social Welfare and Development (DSWD) MIMAROPA to access the Listahanan 3 list of the poor.

Municipal Sangguniang Bayan Resolution 133 authorizes the local chief executive to enter into the said agreement with the Department to access the list of the poor in the municipality based on the results of the Listahanan third-round household assessment.

“I believe Listahanan is a very useful and effective tool in the implementation of the thrusts and programs of the local government unit,” says Mayor Nanette Tansingco.

Listahanan, a government mechanism to identify who and where the poor are through scientific means, shows that of the 4,946 total households assessed, 2,645 (53.5%) are poor or equivalent to 14,455 poor individuals in San Fernando.

This DSWD database seeks to maximize the impact of social protection services while minimizing the wastage of our limited resources, mayor Tansingco added.

The Listahanan 3 database further reveals that of the 12 barangays, Taclobo, España, and Otod recorded the highest magnitude of poor households.

In terms of material assets, 69% of poor households have cell phones, 44% with television, and 24% with radio. In contrast, 20.1% of households have no access to electricity mostly reside in barangay Taclobo.

Further, one in every 10 poor households in the municipality has no sanitary toilet facilities, and ways of depositing waste include open pit and pail systems.

Under my leadership, the Local Government of San Fernando declares its full support to the Listahanan as we continue to strive to uphold our service brand identity, ‘Serbisyo Nga Malapit sa Tawo,’ Tansingco said.

The Listahanan 3 database can be used for planning and budgeting references, local investments, and programming. It can also be used as a reference for academic research, and as the registry of the poor as the potential list of beneficiaries of various social protections.

Interested parties who would like to access the DSWD list of poor must accomplish the standard DSA form, designate a data protection officer, and establish security measures in compliance with the Data Privacy Act of 2012.###
