Radiating hope—Prechelle Conel, a leader in service, proving that disability is never a limitation.

Amidst a society where physical limitations are often seen as barriers, Prechelle Conel is an inspiration, proving that disability is not a hindrance to service but a platform for greater purpose. 

Despite losing vision in her left eye, the 50-year-old mother of five and loving grandmother from Barangay Apurawan, Aborlan, Palawan, has never let her condition limit what she can do. Instead, she has turned her challenges into opportunities to serve, touching lives in her community.

As a beneficiary of the Pantawid Pamilyang Pilipino Program (4Ps), Prechelle has embraced perseverance and compassion. While raising her children and caring for her grandchildren, she actively participates in various community organizations. She is a dedicated member of the Women’s Association and Fisherfolks, consistently working to uplift others despite her own struggles.

Since 2007, Prechelle has held the esteemed position of PWD (Persons with Disabilities) president of her barangay. 

“For years, she has tirelessly advocated for the rights and welfare of fellow PWDs. With unwavering dedication, she personally assists members in processing crucial documents, never asking for anything in return. Her selflessness and commitment have made her a pillar of strength, someone the community trusts and relies upon in times of need,” a fellow beneficiary shared.

Her thirst for knowledge and self-improvement is evident in her continuous participation in training and seminars. In April 2007, she attended an organic farming seminar facilitated by Western Philippine University. In October 2018, she equipped herself with new skills through a Tourism and Customer Service Seminar. Most recently, in May 2023, she took part in the Contribution Towards Healing the Nation seminar, reinforcing her commitment to service.

As a champion for the underserved, barangay officials recognize Prechelle as a dedicated leader who prioritizes the needs of her fellow PWDs. She ensures that all necessary documents are properly processed, often liaising with agencies to meet deadlines and secure assistance efficiently.

“Prechelle is a true leader—kind, selfless, and dedicated to helping others. She works hard to ensure that fellow PWDs get the support they need, making her a symbol of hope in the community,” says Aborlan Municipal Social Welfare and Development Officer Hernan Cayaon.

Her dedication to service extends beyond her barangay. On February 19, 2025, she actively participated in a Fire Safety Seminar and Drill at Apurawan National High School. She now serves at the Satellite Office of Aborlan as part of the responder team, proving once again that limitations exist only in the mind.

Prechelle assists the various medical missions in Aborlan, Palawan as part of her community service.

For Prechelle, the Pantawid Pamilya of the Department of Social Welfare and Development (DSWD) has been more than financial assistance—it has been a catalyst for personal growth and community engagement. Through the program, she has learned how to connect with people, contribute meaningfully to society, and, most importantly, inspire others facing similar challenges.

“Don’t let disability define your worth. You are capable, strong, and have so much to offer. Serving others is not about physical ability but about the heart’s desire to make a difference,” she said. 

With an indomitable spirit and an unwavering commitment to service, Prechelle continues to break barriers, proving that true vision lies not in what the eyes can see, but in the heart’s ability to serve and uplift others.###
