Bongabong, Oriental Mindoro | The Department of Social Welfare and Development (DSWD) MIMAROPA turned over a total of Php12 million worth of Kapit Bisig Laban sa Kahirapan – Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) subprojects to communities in Bongabong, Oriental Mindoro in a ceremonial turnover activity on September 13, 2024.

The municipality of Bongabong is currently implementing two (2) KALAHI-CIDSS modalities: Additional Financing (AF) and Payapa at Masaganang Pamayanan (PAMANA). 

Barangay Aplaya implemented the construction of slope protection and embankment with a total project cost of Php 2,600,134.45, benefiting 426 households. 

Meanwhile, Barangays San Isidro and Malitbog implemented the construction of an open drainage canal with a total combined cost of Php 5,199,880.40, benefiting 584 households. 

Barangay Dayhagan prioritized road concreting with an open canal, with a project cost of Php 1,687,488.45, benefiting 579 households.

Finally, Barangay Tawas implemented the construction of a river control or gabion wall costing Php 2,227,155.00, serving 428 households.

KALAHI-CIDSS Regional Program Management Office (RPMO), headed by Engr. Raymond Libarra, OIC Deputy Regional Program Manager, together with Chad Dizon, Project Development Officer IV from the KALAHI-CIDSS National Program Management Office (NPMO), joined the local communities and officials, led by Municipal Vice Mayor Hon. Richard Vandelario, in the ceremonial ribbon-cutting of completed subprojects.

Engr. Libarra emphasized the importance of community participation in the processes of conceptualization, planning, prioritization, and implementation of the subprojects, which leads to a sense of ownership among the community members.

“The DSWD is not only providing funds to the community. Through KALAHI-CIDSS, we ensure that the community is part of the governance process—determining their problems, identifying solutions, and prioritizing actions. This is all about inclusivity, participation, and sustainability,” he added.

The community and local government of Bongabong expressed their gratitude to DSWD for the opportunity to receive subprojects through the call for proposals issued by the NPMO. 

 

A call for proposals is issued by the NPMO after ensuring the availability of funds due to the non-enrollment of municipalities that failed to comply with preconditions for engagement, waivers from barangays opting not to implement a subproject, and savings or surplus funds.

The call for proposals for subprojects aims to support LGUs in strengthening their adaptation and resilience in responding to disasters, climate change, and other related risks. 

It also encourages and addresses livelihood interventions, supplementing LGU efforts to mitigate the impact on disaster-affected communities and restore basic social services by rebuilding communities after calamities and disasters. #
