DSWD monitors household assessment of MCCT and Senior Citizens special validation


ROMBLON- The Department of Social Welfare and Development (DSWD) MiMaRoPa through the National Household Targeting Unit conducted series of spot checking to ensure the integrity of the 2014 special validation of senior citizens and Modified Conditional Cash Transfer (MCCT).

“We need to randomly monitor   our staff in the field to make sure that gathered data are complete and accurate,” said Regional Field Coordinator Ernie H. Jarabejo.

The municipalities of Odiongan, Looc and San Andres in the province of Romblon as well as Cagayancillo, Palawan were the first set areas monitored last May 23 to June 2, 2014.

The said special validation addresses the exclusion error of poor families to become beneficiaries of government social protection program such as Social Pension and Pantawid Pamilyang Pilipino Program.

Nonetheless, series of spot checking will be conducted simultaneously on the 2nd week up to the last week of this month in the provinces of Palawan, Mindoro and Marinduque.

On the other hand, DSWD encourages the public to participate in the on-going house-to-house interviews. “Our household respondents need to provide complete and honest answers to our enumerators during the interview.” Jarabejo concluded. ###

MALATE, MANILATargeting 5,652 senior citizens across five island provinces in MiMaRoPa, the Department of Social Welfare and Development (DSWD) Field Office IV-MiMaRoPa thru the Listahanan will be deploying field staff on April 2014 to conduct house-to-house interviews to determine the poverty status of Social Pension Program recipients.

Listahanan field staff is set to target 2,104 poor senior citizens of Palawan including the 241 elders in Puerto Princesa City while  1,774 in Oriental Mindoro; 800 in Occidental Mindoro; 693 poor senior citizens in Romblon and  281 poor elders in Marinduque province.

The said validation adheres to the Department’s goal of reducing inclusion error of social protection programs particularly the Social Pension, a DSWD program that provides php500.00 monthly cash grant to indigent senior citizens aged 77 years old and above. 

DSWD will be using the Family Assessment Form (FAF) which is deemed critical to identify their socio-economic status. Gathered data will be subject to Proxy Means Testing (PMT), a statistical tool that determines if the household is poor or not.

Moreover, a total of 30 Enumerators, 6 Area supervisors and 6 Encoders will be hired to administer the conduct of special validation.

At present, 13,026 poor senior citizens are enrolled in Social Pension program. There are 4,469 beneficiaries in Palawan province, 4,093 in Oriental Mindoro and 1, 642 in Occidental Mindoro. Another 1,909 pensioners in Romblon and 913 in Marinduque provinces. ###

Sa maliit na kubo na yari sa pinagtagpi-tagping plywood, sako at nipa, ginugugol niya ang kanyang boung maghapon. Naghihintay, nangungulila  at mag-isang nilalabanan ang dagok  ng kahirapan sa bawat araw na lumilipas.

Siya si Flora Bullag, 83 anyos at residente ng Barangay Panacan II, Narra, Palawan. Sa kanyang edad, hindi na siya halos makalakad, hirap ng gumalaw. Hindi na rin siya halos makarinig at nahihirapan na ring makakita. Bagama’t may mga anak siya na dapat umaalalay sa kanyang katandaan, wala ni isa sa mga ito ang na sa kanyang tabi.

“May dalawa akong anak na lalaki si Danilo na nasa El Nido (Palawan) at si Jessie na naninirahan sa Panay (Capiz). Kapwa nasa malayo at may kanya kanyang pamilya na rin,” tugon ni LoLa Flora.

Dulot umano ng matinding kahirapan, naisipan nilang lisanin ang Panay, Capiz at piniling manirahan sa Narra, Palawan. Kapiling ang kanyang asawa, nanirahan sila ng matiwasay sa bagong lugar at doon na biniyayaan ng tatlong anak na lalaki.

“Ang isa sa pinakamasakit na nangyari sa buhay ko ay ang mawalan ng anak.” Taong 1988 nang mamatay ang pangatlo nitong anak dahil umano sa sakit habang yakap-yakap niya. Ilang taon lang din ang nakalipas ng sumunod at namatay ang kanyang asawa. Dito na nagsimula ang kanyang pamumuhay ng mag-isa.

Kasalukuyan, si lola ay isang benepisyaryo ng Social Pension, programa ng Department of Social Welfare and Development (DSWD) kung saan nagbibigay tulong pinansyal sa mga mahihirap na Senior Citizens na may edad 77 anyos pataas. Siya ay isa lamang sa 11,953 na benepisyaryo ng programa  sa boung MiMaRoPa.  Sa pamamagitan ng National Household Targeting System for Poverty Reduction (NHTSPR), isang pamamaraan ng departamento sa pagkilala kung ‘sino at nasaan’ ang mahihirap na sambahayan sa ating bansa, natukoy ang tulad ni Lola Flora na nangangailangan ng kaukulang tulong.

“Ang perang binibigay sa akin ay ginagamit ko pambili ng bigas at ulam, gamot at minsan naman damit,” wika niya. “Malaking biyaya talaga ito sa aming matatandang mahihirap na walang ibang pwedeng asahang tulong.”

Bagama’t umano’y nagbibigay tulong pinansyal ang kanyang mga anak, hindi pa rin ito sapat. “Nagpapadala naman sila sa akin ng pera, minsan P500.00 pero bihira lang”, dagdag niya.

Dito napansin ko ang hawak-hawak niyang itak. “Ang itak na ‘to ay ang nagsisilbing panlaban  ko sa anumang masasama”, sabi niya. Napagtanto ko na sa kabila ng kanyang kahinaan, pinilit niyang mamuhay ng masaya at matatag. Sa tulong na rin ng kanyang mga kapit-bahay ay naitatawid niya ang kanyang araw-araw na pangangailangan.

“Salamat sa Diyos at may programa (Social Pension) ang gobyerno tulad nito, dahil kung wala hindi ko alam kung paano pa ako patuloy na mamumuhay”, ang masayang pasasalamat ni Lola Flora.

Ngunit hindi rin maikukubli sa kanyang mga mata ang tunay niyang nararamdaman: ang kalungkutan, pangungulila at pananabik. Hindi lamang tulong pinansyal ang kanyang pinanabikan kundi ang makapiling ang kanyang mga anak at apo at maramdamang muli ang pagpapahalaga at pagmamahal  mula sa mga ito.###
