Job Summary:
Administrative Officer II for TAF utilization ensures that Technical Assistance Fund (TAF) are utilized in accordance with the community-based procurement manual and KC NCDDP program procurement guidelines.
Primary Tasks:
- Monitor the utilization of Technical Assistance Fund (TAF).
- Act as secretariat on the regionally-managed Technical Assistance fund.

Training: At least eighty (80) hours of relevant training in community organizing, and community develoment approaches, strategies/methodologies. Training in Project Management, Gender and Development, Participatory Local Governance, Community-based Resource Management, Community-based Disaster Risk Reduction Management, or Conflict Sensitivity and Peace Building, and IP sensitivity will be an advantage.
Experience: At least five (5) years of combined, progressive experience in project management, community organizing, and community development strategies/methodologies, two (2) years of which should be in a supervisory[1] capacity. Job Summary:
The Area Coordinator (AC) oversees and manages day to day operations of the area coordinating team (ACT) in the municipality. The AC supervises members the team in the exercise of their specific functions in implementing National Community-Driven Development Program (NCDDP) development processes and interventions along the Community Empowerment Activity Cycle (CEAC), and establish, develop, run the operation, and maintain ACT operations management systems, processes, and mechanisms to ensure efficient and effective ACT operations. S/he likewise coordinates with the Municipal Local Government Unit (MLGU), its various offices, and the members of the Municipal Inter-agency Committee (MIAC) and Local Poverty Reduction Action Team (LPRAT), and the DSWD Municipal Action Team (MAT) to mobilize support for NCDDP operations in the municipality, and oversees the preparation of community development projects to ensure that these meet the technical and procedural requirements of the program.
Primary Tasks:
- Prepares the annual ACT Operations Plan / WFP in consultation with the team
- Facilitates the municipal Participatory Situation Analysis (PSA) planning workshop, the Criteria Setting Workshop (CSW), the Project Development Workshop (PDW), the Municipal Inter-Barangay Forum (MIBF), municipal Accountability Review and Reporting (ARR), MIAC meetings, and other municipal-level activities relevant to the Project.
- Consolidates development issues (economic, environmental, socio-economic, barangay administration, etc) in the municipality as identified in the PSAs
- Facilitates ACT planning sessions to brainstorm and agree on strategies to manage situations/people based on analysis of reports, activities, etc.
- Reviews and approves intervention plans of ACT members within set standards (based on manuals and other management policies)
- Organizes launch of NCDDP the municipality to orient stakeholders (LGU officials, barangay councils) on NCDDP and to facilitate commitment setting
- Orients various stakeholders in the municipality (LGU officials, barangay councils) on NCDDPto facilitate commitment setting
- Conducts capability building activities that includes training, team building, coaching, mentoring, task demonstration, peer sharing, case conferences, reflection session, focused group discussions
- Guides the MIBF in criteria setting, project prioritization, resolving issues, managing conflicts and emotions arising from the decisions, and in deciding sanctions for erring barangays
- Coordinates with existing inter-agency / inter-department mechanisms – LPRAT/Municipal Inter-Agency Committee, MCT, etc. – for poverty reduction to: (a) Mobilize support for NCDDP implementation; (b) Facilitate resolution of issues; (c) Facilitate monitoring of Project activities; (d)Facilitate identification and mobilization of resources, and; (e) Facilitate issuance of local policies to facilitate Project implementation
- Explores other possible sources of funds for non-priority barangays and coaches the LGU on how to tap donor agencies
- Negotiates with LGU officials on behalf of the sub-projects on possible and/or additional Local Counterpart Contribution (LCC).
- Monitors proper utilization of Project funds by reviewing all requests for fund releases against physical and financial reports, reviewing documentary requirements, and by securing the inputs of the Municipal Financial Analyst (MFA). Endorses funds release for the project.
- Conducts Stakeholders’ mapping (including Mayor Profiling), and then develops and implements strategies for: (a) Engaging municipal stakeholders; (b) Matching of resources and programs (convergence), and; (c) Social marketing.
- Discusses with the municipal officials – mayor, municipal engineer, Municipal Development Council – their roles to the projects and enlists their support.
- Convenes joint monthly meetings of the ACT and MCT for planning, performance assessment and updating of plans for succeeding period as well as for problem resolution
- Monitors performance of ACT members through report review, field visits, or spot checks
- Reviews and approves all ACT-level project reports and documents prior to submission to the RPMO
- Monitors operationalization of Project policies and directives by the ACT
- Assists community facilitators and MIAC in resolving conflicts

Community Empowerment Facilitator (CEF) 23 positions available

Preferred Qualifications (Competency-based)
Education: Graduate of any 4 year course relevant to social development, community development, and/or social work. Undergraduates who possess equivalent experience[1] in community development, community organizing, social work, and participatory local governance may also be considered.
Training: At least forty (40) hours of relevant training in community organizing, community mobilization strategies and approaches, and/or Popular Education techniques and approaches. Training in Gender and Development and/or Local Governance a plus. CFs to be assigned in Indigenous Peoples (IP) areas should have 20 hours of training on IP sensitivity and Indigenous Peoples Rights.
Experience: 2 years of relevant, progressive work experience in community organizing and/or development assistance projects. Experience in implementing gender and development, conflict sensitivity and peace building, development work with indigenous people and indigenous cultural communities, community-based resource management, community-based environmental protection, and community-based disaster risk reduction programs is an advantage.
Other qualifications: The successful candidate must be fluent in the local dialect of the area to which the candidate will be assigned. In addition, candidates who are IPs shall also be prefered.
[1] Equivalent experience shall be three (3) years of relevant and verifiable (certified) experience in community organizing and community development work in poor communities for every year of a bachelor’s degree program. This shall be in addition to the required two-year minimum work experience required for the post.
Job Summary:
The Community Facilitator (CF) implements the Community Empowerment Activity Cycle (CEAC) at the barangay level. The CF ensures that barangay and community-level development processes and activities conducted along the CEAC are facilitated efficiently, with the direct participation, inclusion, and engagement of all stakeholders. The CF ensures that opportunities are provided, processes are designed, and mechanisms are established at the barangay level, that would allow all sectors, especially the most marginalized groups, to engage in and benefit from project activities.
Primary Tasks:
- Conducts project orientation in the barangays on the NCDDP to obtain buy-in for the program.
- Facilitates conduct of barangay assemblies (BA) and other community meetings, with special emphasis on ensuring participation of vulnerable groups.
- Assesses readiness and capability of barangay officials in embracing and operationalizing the CEAC process
- Persuades the barangay councils to embrace the program
- Encourages barangay constituents to collectively participate in the CEAC development process, with special attention on the participation of the most marginalized-vulnerable groups
- Identifies potential leaders from among the volunteers and assesses their readiness & capabilities
- Facilitates organization of NCDDP CV committees & teams (ie., BRT, PPT, BSPMC, etc) from among the volunteers. Orients the volunteers on the NCDDP processes and the roles and responsibilities of members
- Using prescribed processes – ie., PSA, Municipal Inter-Barangay Forum (MIBF) – guides the volunteers in identifying priority problems, generating alternative solutions, and deciding priority development projects, following the principles of community participation
- Facilitates integration of community development priorities with the development plans of the barangay and the municipal development councils (MDC).
- Trains and coaches the community volunteers on NCDDP processes and in undertaking their roles in the PSA, project identification and development, resource mobilization, organizational development and management, networking, and conflict resolution
- Coaches the volunteers on the Preparation of Community Project Proposal following NCDDP standards
- Guides the volunteers in complying with the prescribed NCDDP processes, including updates to the community
- Reviews correctness and completeness of documentary requirements (ie RFR) and facilitates completion

- Facilitates the crafting of an O&M Plan and facilitates capacity-building of the O&M team

Job Summary:
The Technical Facilitator shall provide technical assistance to the Area Coordinating Team, Municipal Coordinating Team and the community volunteers of the different barangays on the implementation of the Community Empowerment Activity Cycle and ensure that community infrastructures built and managed by volunteers meet KC-prescribed design, construction and procurement processes and Project standards.
Primary Tasks:
- Provides technical advice in the selection of the appropriate technology and renders assistance in the conduct of site validation in response to the identified prioritized community problems.
- Conducts environmental and social safeguards screening and identifies possible geo-hazards the municipality maybe prone to, and assists community volunteers in preparing the environmental management plan.
- Assists community volunteers in their planned community procurement packaging and conducts community procurement training to ensure completeness, consistency and correctness of technical documents; Provides guidance and coaching during regular fiduciary reviews;
- Ensures regular updating of community procurement performance monitoring report (CBPM Form G3)Conducts the pre-implementation conference at the community before the actual start of construction activities, reviewing the implementation plan, task assignments, work scheduling, LCC commitments delivery, and the construction forms and reports required during construction period.
- Provides technical advice and/or conducts review of engineering plans, detailed cost estimates and program of works for proposed community sub-projects in adherence to Project technical guidelines and policies.
- Maintains and updates inventory of qualified suppliers, technical service providers, contractors, construction materials price lists, survey of labor cost rates, material testing and water quality laboratories, available equipment and rental rates from existing infra projects in the municipality.
- Monitors the over-all status of all on-going sub-projects in the municipality and provides technical inputs to resolve issues and problems that may arise during implementation; monitors implementation of the community procurement plan, environmental and construction safety plans; During Sub-Regional Project Management Team and other local meetings, presents analysis on the status of sub-project implementation.
- Assists in the preparation of the Monthly Barangay Individual and Consolidated Municipal Physical Progress report for submission to the RPMO;
- Conducts joint and final inspection of completed sub-projects with other representatives from the community, Municipal Inter-Agency Committee (MIAC), S/RPMO, Commission on Audit (COA) and other Project stakeholders;
- In the absence of the Area Coordinator (AC) in the municipality, temporarily acts as the Team Leader of the ACT;
- Where requested and necessary, appear in Municipal Development Council, Sangguniang Bayan and Municipal Action Team to discuss on technical matters of the Project.
Municipal Financial Analyst (MFA) 10 positions available

Job Summary:
The Municipal Financial Analyst will be primarily responsible in (i) training community volunteers on financial management and fiduciary processes; (ii) assisting and providing TA to community volunteers in setting-up systems and processes for community-based finance management and fiduciary control, and; (iii) exercising QA and QC directly, over financial transactions relative to the request for, release and accounting of community grants.
Primary Tasks:
Ensure that costs of subproject proposals are complete, economic, and reasonable.
- Provide technical assistance in the preparation and review of Program of Works particularly on the reasonableness of unit costs and appropriateness of items charged under the Indirect Cost.
- Evaluate ceiling for Overhead/Admin (Indirect Cost) cost vis-à-vis Total Subproject Cost based on prescribed parameters indicated in the Infra Manual.
- Evaluate committed LCC whether these are reasonable and appropriate in relation to the subproject.
Ensure compliance to internal control measures put in place for the economical, efficient and effective implementation of community-approved sub-projects.
- Assist the BSPMCs, including the different units or teams under them through job coaching in a) setting up of the cash book and Local Counterpart Contribution Journal, and recording of transactions, b) doing Bank Reconciliation, and c) preparation of Status of Sub-project Fund Utilization Report.
- Review all requests for fund release including the required supporting documents. Maintain a database that shows the status of the reviewed RFRs.
- Review and sign all Disbursement Vouchers prior to Area Coordinator’s signature of the check. Make sure that no check has been signed by the AC without the DV being properly reviewed. Any incident where AC failed to subject the DV for review prior to signing the check must be immediately reported to the SRPMO.
- Review accuracy of costs assigned by Community Facilitators on the Voucher for Local Counterpart Contribution (VLCC) for CBIS as well as completeness of its supporting documents.
- Monitor delivery of Local Counterpart Contribution for SPI and CBIS and provide timely feedback to AC for appropriate action in case of potential delay.
- Initiate monthly community meetings on financial management along with the review of financial documents and other required financial reports.
- Monitor and validate financial project status of the barangays through field visits.
- Submit monthly feedback report to the Regional Financial Analyst as regards community financial management system
- Ensure compliance to the Project’s financial reportorial requirements.
- Prepare and timely submit municipal financial monitoring reports to the SRPMO and the MLGU-Accountant or designated Program finance focal person. Make sure that soft reports are properly backed-up with hard copies.
- Collect and timely submit original paid disbursement vouchers and its supporting documents to COA thru the SRPMO.
- Collect and timely submit Status of Subproject Fund Utilization Reports prepared by the Community Bookkeepers. Make sure that the books of the BSPMCs are up-to-date and that they maintain complete copies of all financial reports including Bank Snapshots/Statements and Bank Reconciliation Statements.
- Maintain a complete file of municipal reports such as vouchers for LCC for CBIS and its supporting documents.
